Housing Infrastructure Fund (HIF) - B1268 City Way Widening

Sunderland City Council has been awarded £25.4m from the Government's Housing Infrastructure Fund (HIF). As part of the funding, the council has identified several key infrastructure projects. These infrastructure projects will help with the strategic development and supporting community facilities in the South Sunderland Growth Area (SSGA). 

One of the main projects identified is on the B1286 City Way from Monarch Way to Doxford Park Way. Currently this section of highway a single carriageway with proposals identified to upgrade to a dual carriageway.

The aim of the project is to improve vehicular flow, reduce congestion thus increasing the current road network capacity following the development of the SSGA.

The project is to be permitted development under Schedule 2, Part 9, Class A of The Town and Country Planning Order 2015.

A full set of General Arrangement drawings are included with this letter to show what the scheme will entail.

The project will include:

  • Highway improvements from single to dual carriageway with a central reservation and signalised junction
  • Installation of a Pegasus (equestrian) crossing installed to the west of the Camberwell Way junction, as a continuation of the existing public bridleway, with a footpath ramp on the northern embankment to allow for disabled access to the crossing facility
  • Renewal of both sets of steps on the northern section of the Camberwell Way junction
  • Toucan (pedestrian and cycle) crossing to the west of the Camberwell Way junction and a Puffin (pedestrian) to the east
  • Uncontrolled at-grade crossing point to remain at 100m east of the junction
  • Reduction of the speed limit from National Speed Limit to 40mph from A19/A690 Junction to Doxford Park Way

The proposals which have been described above and shown on the below drawings conform to the latest design guidance within the Design Manual for Road and Bridges (DMRB).

A Road Safety Audit is due to be carried out, involving a formal safety inspection of the project, carried out by an independent team who will provide a report on any potential road safety issues and identify opportunities for improvements for all road users. As a result, minor design changes may occur, which notifications will be made if the Council feels that these are substantial.

The works are due to begin in April 2021 and will last approximately 12 months, access will be maintained throughout with delays expected.
