5 Year Housing Land Supply
The National Planning Policy Framework (NPPF) requires local planning authorities to identify and update a supply of specific deliverable sites sufficient to provide a minimum of five years' worth of housing against the housing requirement set out within their Local Plan.
Annual Position Statement (APS)
National Planning Policy allows local authorities to confirm their five-year housing land supply through the publication of an Annual Position Statement (APS).
The Council were due to submit an APS to the Planning Inspectorate in July 2024, which, if confirmed, would cover the period from 31st October 2024 - 31st October 2025. However, in accordance with paragraph 76 of the National Planning Policy Framework, Sunderland City Council are not required to identify and update annually a supply of specific deliverable site to provide a minimum of five years' worth of housing for decision making purposes at this time, as the adopted plan is less than five years old (adopted January 2020) and it identified at least a five year supply of specific, deliverable sites at the time that the examination concluded. Taking this into account and emerging planning reform proposals, the Council has taken the decision not to progress with the submission of an APS this year.
The Council will seek to publish a revised five year land supply position in advance of this expiring (January 2025) and will take into consideration any representations made to the 2024 Draft APS as part of that process.

This APS confirms the Council's five-year housing land supply position to 31 October 2024.
